Introduction

This web site was created by Argent to help anyone with issues and questions regarding Daylight Saving Time, and acts as a technical overview of the issues faced by managers of Microsoft Windows computing platforms as they consider the ramifications of the United States Energy Policy Act of 2005.

This web site can be downloaded as a white paper at the top of any page.


United States Energy Policy Act of 2005

The Energy Policy Act of 2005 (H.R. 6) was enacted by the United States Congress on 29 July, 2005 and signed into law by President George W. Bush on 8 August, 2005.

Among the bills many provisions are tax breaks and incentives that encourage government agencies, businesses, and individuals to conserve energy.

The bill also amends the Uniform Time Act of 1966 to change the definition of Daylight Saving Time in the United States.

Previously, Daylight Saving Time called for clocks and timekeeping devices to be set forward by one hour at 2:00am on the first Sunday in April and set back one hour at 2:00am on the last Sunday in October.

Under the Energy Policy Act of 2005, Daylight Saving Time now calls for clocks and timekeeping
devices to be set forward by one hour at 2:00am on the second Sunday in March and to be set back
one hour at 2:00am on the first Sunday in November.

Daylight Saving Time in Other Countries

Because of concerns about possible commercial and financial losses, Canada will adapt to the new United Sates definition of Daylight Saving Time.

Mexico, Central America, South America, Europe, the Middle East, and Asia are unaffected by the change.

Computer systems in countries not affected by the Energy Policy Act could potentially be impacted if they interact with affected computers or have been configured to behave like affected computers. For example if the Argent Job Scheduler is running in New York and the Queue Engine is running in London, or Sydney.
